This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. DESCRIPTION OF THE REQUIREMENT:
US Army Medical Materiel Agency (USAMMA) provides Medical Materiel Support to all Army Components facilitating optimal healthcare and worldwide medical readiness through Army Prepositioned Sites (APS), Unit Deployment Packages (UDP), Medical Materiel Readiness Program (MMRP), Foreign Military Sales (FMS); and Medical Chemical Defense Materiel (MCDM), the management of on-hand medical materiel inventory, and the provision of technical assistance for medical materiel sustainment operations.
The USAMMA Force Projection Directorate (FPD) provides strategic planning, execution and centralized management of Class VIII contingency materiel as directed by the Headquarters, Department of the Army (HQDA) and the Office of the OTSG under the MMRP and UDP to ensure sufficient medical operating capability and certain follow-on requirements across the globe as needed by the Combatant Commander (COCOMs.)
USAMMA is the largest Department of Defense (DoD) medical materiel agency designed to protect and preserve the lives of Warfighters. USAMMA procures, assembles, stores, and pre-positions medical devices, materiel, and equipment at APS sites that enhances readiness through pre-positioned medical materiel to ensure the highest quality medical care is available for the US Army and DoD and maximizing survival of medical casualties on the battlefield.
USAMMA requires Contractor support to augment its core skills and technologies, which center on conducting life cycle management for commercial and non-developmental items, sustaining, and modernizing the medical force, supporting exercises and contingency operations, and promoting medical logistics information and knowledge. Successful efforts to sustain the force require avenues for the early detection and resolution of medical logistics problems and issues affecting unit and materiel readiness.
USAMMA FPD manages the ordering, packaging and storage of medical materiel and equipment in various APS sites around the globe to issue to deploying units for exercise or real-world missions, procures and maintains UDPs at various locations, purchases and reconstitutes sustainment materiel as necessary that provides material and equipment for medical entities to provide necessary care of battlefield injuries.
This requirement is for the contractor to provide all personnel and management necessary to support US Army Medical Materiel Agency (USAMMA) in this mission. The Contractor shall provide Management Analysis Support Services to assist in the management of Army Supply Class VIII (SC VIII) Care of Supplies in Storage (COSIS) of Sets, Kits, and Outfits (SKOs), Medical Logistics Support Team (MLST) functions as outlined in this PWS and set building process in support of building Medical Materiel and Medical Equipment Sets. The Contractor shall also provide General Management Professional Services in support of USAMMA Force Projection Directorate as outlined in the attached DRAFT PWS. Also attached are a list of proposed contractor positions and required levels of skill.

This contract aims to augment USAMMA's capabilities in managing medical logistics, particularly through the Force Projection Directorate (FPD), which oversees strategic planning and execution of Class VIII contingency materiel. The goal is to enhance the medical operating capability required by Combatant Commanders globally.
Work Details The contractor will provide Management Analysis Support Services, including:
1. Accessing proprietary data and ensuring non-disclosure agreements are signed by all personnel.
2. Supporting the management of Army Supply Class VIII Care of Supplies in Storage (COSIS) for Sets, Kits, and Outfits (SKOs).
3. Assisting in the Medical Logistics Support Team (MLST) functions as outlined in the Performance Work Statement (PWS).
4. Providing General Management Professional Services to support USAMMA FPD as detailed in the DRAFT PWS.
5. Conducting risk assessments and implementing safety measures as per OSHA regulations.
6. Ensuring compliance with training requirements for personnel, including Anti-Terrorism Level I Training and Information Assurance Training.
7. Preparing monthly mission support planning and analytical workload reports, including effectiveness and compliance analysis for mission actions.
The contract work will be performed at various Army Prepositioned Sites (APS) globally, as well as potentially at Fort Detrick and other DoD locations.
